SIPC (Syria) Limited | Head of Contracts Administration.

Head of Contracts Administration - Damascus, Syria

Reporting to:  Manager of Procurement and Contracts


  • Advise management on all contractual / commercial activities within the operating company OPC and TPC and ensure professional administration of the company's contractual obligations and legal advice.  
  • Manage arbitration and/or disputes resolution, if necessary including interfacing with internal / external legal counsel.
  • Prepare correspondence for the Contractor on routine contractual/commercial matters
  • Review and negotiate pre-bid agreements memorandums of understanding consortium / joint venture agreements and other contracts.
  • Provide advice and support in connection with joint venture, consortium, service contracts and subcontract agreements.
  • Provide contractual services and advise during the tender process including detailed contractual review, risk identifications and qualifications.
  • Ensure guidance is given from the contractual and procurement department on matters which are of significant contractual / commercial significance
  • Attain the best commercial and contractual terms prior to award of contract  
  • Develop, formulate and maintain contracting plans
  • Ensure that contract administration files are maintained in a clear auditable manner.
  • Support cost recovery audits.
  • Prepare bidding and contract documents for capital work, maintenance and operating services and corporate     services;
  • Promote claim prevention, lead claim negotiations and progress to satisfactory settlement
  • Manage all claim preparation and defense as necessary
  • Supervision of subordinate Contract Administrators within the team
  • Support core function objectives


  • International experience in essential.
  • 15+ years experience in contracts administration within the petroleum industry
  • Bachelor's degree with strong preference for business or business-related fields (e.g., administration, management, finance, accounting, and pre-law).
  • Experience with PSA (Production Sharing Agreements) and joint ventures
  • Position requires excellent interpersonal skills, written and oral communication skills, analytical skills, problem-solving skills, and a focus on customer service.
  • The successful candidate will rely on extensive contracts administration experience, sound judgment, and ability to plan and accomplish project goals.
  • Candidate must be geographically mobile and willing to travel.
  • Knowledgeable about a variety of contracting concepts, practices, and procedures.
